Get the business registered. To be able to register the business, it is only appropriate to comply to the requirements such as business structure, business name, and other documents.

Pick a good location too. Being in the business that sells surpluses, it is a requirement for the location to be somewhere accessible. If it is accessible, the potential consumers can easily drop by without feeling awkward or unsafe. They will find it easy to shop around at the said location.

Get the right staff. The store is not a business that a person can operate by himself or herself. If possible, the person should hire the best staff. To avoid such situation, use proper marketing schemes to increase the number of customers who will become aware of the surplus outlet.
